Today, on April 30, 2024, in the hall of the General Directorate of Culture and Art of Garmian, a scientific forum titled “Judge Dr. Farhad Hatam for the Anfal Case” was held in Kalar city, the center of Garmian administration. The event was attended by several dignitaries including Professor Dr. Farhad Qadir, the President of Garmian University; Jalal Sheikh Nuri, the Supervisor of Garmian Administration; Professor Dr. Omed Rafiq Fatah, President of Cihan University Sulaimaniya; as well as various judges from Kurdistan, political officials, government institution directors, and university lecturers.
During the forum, two panels were presented, along with a short documentary video showcasing the life of the late Judge Dr. Farhad Hatam. Additionally, an exhibition was organized to highlight his academic achievements and judicial works. Judge Dr. Farhad Hatam had served as a member of the general prosecutor in Garmian and as the head of the prosecutor’s office in Sulaimani.
At the beginning of the forum, Professor Dr. Farhad Qadir, the President of Garmian University, delivered a joint speech representing both Garmian University and Cihan University-Sulaimani. Following his address, a short documentary video depicting the life of Judge Dr. Farhad Hatam was screened. Later in the program, two scientific panels were presented.
The first panel was held under the title (The Role of Judge Dr. Farhad Hatam in Issues of Justice and Serving the Families of Anfal victims) and four scientific topics were presented, including:
Panel Moderator (Dr. Aso Hama Shin Abdulkarim)
Judge Rizgar Mohammed Amin (Iraqi High Criminal Court and its handling of the Anfal case).
Judge Omar Ahmad Mohammed (Role and Influence of Judge Dr. Farhad Hatam in Protecting Public Property).
Judge Burhan Ahmad Mahmood (Experience of Judge Dr. Farhad Hatam’s efforts to develop the prosecutor’s office).
Dr. Rebwar Mohammed Saleh (Reading of Judge Dr. Farhad Hatam’s Master’s Thesis entitled: "National Civil Responsibility for Anfal Operations").

The second panel began.
In the second panel entitled: (Legal View of Anfal Issue in Domestic and International Legal Perspective) four topics were presented including:

Asst. Prof. Dr. Ebadi Ruhi (Ecocide in the Anfal Campaigns).
Asst. Prof. Dr. Nuri Hama Saeed Haider (Ethical Principles of War in Sharia and International Humanitarian Law: Anfal Process as an Example).
Hawre Peshraw (Role of Judge Dr. Farhad Hatam in coordination and assistance to Anfal organizations and relatives of Anfal victims).
Asst. Lecturer Goran Hussein Ahmad (The Role of the International Criminal Court in Recognizing the Anfal Case as Genocide).
After the conclusion of the forum activities, the recommendations of the forum were presented by Prof. Dr. Bamo Parwez, Chairman of the Scientific Committee. Subsequently, they will be submitted by both universities to the relevant parties for action.
The forum concluded with the presentation of appreciation awards to the participants of the scientific panels.
